It is written for a reader who already has a background in the subject. I would not recommend this book to somebody who wanted to casually learn more about international relations, and even I, as a beginning student of international relations (it's my major, for crying out loud) am not finding it to be particularly useful. There is a little information bogged down in a lot of words.
